The Martinsburg Board of Zoning Appeals met earlier this week, and took another step forward toward renovating and repurposing the historic Shenandoah Hotel. A developer wants to turn the upper four floors of the old downtown hotel into about 40 apartments, and about 10,000 square feet of retail, office, and restaurant space. The $7.3 Million plan by developer Erik Wishneff was approved, with the board calling the planned mixed use of apartments and business “common use” and without issues. A 10-year Payment in Lieu of Taxes agreement was also approved for the project.
